Insurance Business Fees Notice 2025

Summary

This notice sets out the fees payable under the Insurance Business (Jersey) Law 1996 for the period 1 January to 31 December 2025. It covers application fees, annual fees, registration change fees, transfer of insurance business fees, and penalties for late payment or late filing. This notice has since been superseded by a later version.

• Application fee: Payable when applying for a permit to carry on insurance business, with amounts set out in Schedule 1 varying by category (A or B) and whether long-term or general business is included.
• Annual fee: Payable by every permit holder on 1 January each year, in the amount set out in Schedule 2; the due date is as stated on the JFSC invoice.
• Registration change fee: A fee of £2,952 applies where an insurance company or LLP converts to a cell company or cell registration (category B); a fee of £2,622 applies for the reverse change from cell/cell company to limited company or LLP.
• Transfer of insurance business fee: A fee of £11,834 is payable by a permit holder undergoing a transfer of insurance business, due at submission of draft documentation ahead of the Direction Hearing.
• Late payment fee: An additional 5% of the unpaid annual fee is charged if not paid by the due date, reapplied on the first day of each subsequent month the fee remains unpaid.
• Late filing fee: A fee of £100 per complete month or part thereof applies where a permit holder fails to file or deliver a required document by its due date, unless the JFSC has agreed in writing to a later date.

Key obligations

• A permit holder must pay the annual fee set out in Schedule 2 on 1 January of each year, by the due date stated on the JFSC invoice.
• An applicant for an insurance business permit must pay the application fee set out in Schedule 1 with the application.
• A permit holder undergoing a registration change to or from a cell/cell company structure (category B) must pay the applicable registration change fee (£2,952 or £2,622).
• A permit holder planning a transfer of insurance business must pay a fee of £11,834 at the time of submission of draft transfer documentation, in advance of the Direction Hearing.
• If the annual fee is not paid by the due date, the permit holder must pay an additional late payment fee of 5% of the unpaid amount, reassessed monthly until paid.
• A permit holder who fails to file or deliver a required document by its due date must pay a late filing fee of £100 per complete month or part thereof, unless the JFSC has agreed in writing to a later filing date.
