Statement of Guidance
Validation and verification of the '9.3 Additional Detail' Sheet (September 2019)
Status not confirmedView on JFSC's website Source document
Summary
This is a technical guidance note from the JFSC explaining the validation and verification checks applied to the '9.3 Additional Detail' sheet within the prudential reporting template used by Jersey-registered Overseas Investment Businesses (OIBs, i.e. bank branches). It is a reference document for completing quarterly prudential returns correctly, not a policy or rule change.
- Purpose: Sets out the automated data validation and verification checks run when the 9.3 Additional Detail sheet is submitted, and the corresponding error or warning messages.
- Scope of checks: Covers around 100 line items (AD.1 to AD.100), each with checks on the Sheet name, Sheet Item reference, and the This Quarter and Last Quarter monetary entries.
- Input rules: Sheet entries must match a valid sheet name from the Contents list; Sheet Item entries must be a 1 to 7 character item number; monetary entries must be whole numbers between -1,000,000,000 and +1,000,000,000 (representing amounts up to plus or minus 1 trillion in units of 1,000).
- Process: Excel-level validation is limited and not a failsafe; the JFSC re-checks all data on submission, and accepted submissions are confirmed to the OIB together with any warnings.
The document does not itself impose new substantive obligations beyond the existing prudential reporting requirement; it explains how the JFSC checks the data OIBs already submit, and warns firms to verify their own data before submission.
Key obligations
- OIBs completing the 9.3 Additional Detail sheet must ensure Sheet references match a valid sheet name from the Contents list
- OIBs completing the 9.3 Additional Detail sheet must ensure Sheet Item entries are 1 to 7 characters long and correspond to an item number for which detail is being provided
- OIBs must enter This Quarter and Last Quarter monetary values as whole numbers within the range -1,000,000,000 to +1,000,000,000 (in units of £1,000)
- OIBs should independently check their data before submission rather than relying solely on the Excel template's built-in validation
