Summary
This is a technical guidance note issued by the JFSC explaining the automated validation and verification checks applied to the '8.6 Exempt Large Exposures' sheet within the prudential reporting template used by Officially Informed Bodies (OIBs, i.e. banks). It lists the specific cell-level checks and error messages an OIB will encounter when submitting data on outstanding amounts, facility amounts and maturity dates for exempt large exposures.
- Monetary fields: Outstanding Amount and Facility Amount entries must be whole numbers within the range -1,000,000,000 to +1,000,000,000 (units of £1,000, so up to +/- £1 trillion).
- Date fields: Maturity Date entries must be a date between 1 January 2019 and 31 December 2119.
- Submission process: Submitting the template to the JFSC triggers these checks; if all pass, the submission is accepted and the OIB is notified along with any warnings.
- Limits of Excel validation: Built-in Excel validation only checks direct manual input, so OIBs are told they must independently check their own data rather than rely on Excel as a failsafe.
Each check has a unique reference number (Check 1 to 30, corresponding to items EL.1 to EL.10 across the Outstanding Amount, Facility Amount and Maturity Date columns) so that error messages returned on submission can be matched back to this guidance.
Key obligations
- OIBs should independently check their own data quality before and after submission, as Excel validation alone is not a failsafe.
- Data entered for Outstanding Amount and Facility Amount on the 8.6 Exempt Large Exposures sheet must be whole numbers within the range -1,000,000,000 to +1,000,000,000.
- Maturity Date entries on the 8.6 Exempt Large Exposures sheet must fall between 1 January 2019 and 31 December 2119.
