Summary
This is a highly technical JFSC guidance note explaining the automated validation and verification checks applied to the '8.5 Large Exposures' sheet of the JIBs (Jersey banking) prudential reporting template. It sets out, row by row, what format each data field must take and the error message a reporting bank will see if a check fails, so that preparers can understand and resolve validation errors before or after submission.
- Field format rules: Specifies exact input requirements for each column of the Large Exposures sheet, e.g. LE Ref (up to 15 characters or 'NONE'), Connected to bank/Performing/Parental Guarantee flags (Y or N), Outstanding Amount, Facility Amount and Provision (whole numbers between -1,000,000,000 and +1,000,000,000, denominated in units of £1,000), Collateral description (2-50 characters of text), Collateral Cover % (0% to 1,000%), Currency (3-digit ISO code), and Maturity Date (between 1 January 2019 and 31 December 2119).
- Purpose of checks: Excel-level validation only checks direct manual input, so it is not a failsafe; reporting banks must independently check their own data, and the JFSC additionally validates the data on submission.
- Submission process: On submission, the checks run automatically; if all checks pass the submission is accepted and the JIB is notified together with any warnings generated.
- Error identification: Each validation test has a unique 'Check' number that appears in any failure message, allowing the JIB to cross-reference the error against this guidance note to identify and correct the problem.
The document is purely a technical reference for completing the Large Exposures sheet correctly; it does not itself create new reporting obligations beyond ensuring accurate completion of the existing JIBs prudential return.
Key obligations
- Reporting banks (JIBs) must ensure data entered into the '8.5 Large Exposures' sheet conforms to the specified formats (e.g. Y/N flags, numeric ranges, 3-digit ISO currency codes, date ranges, character limits) before or on submission.
- JIBs must independently check their own data quality, since Excel's built-in validation only operates on direct manual input and is not a failsafe.
- JIBs must review and resolve any warnings or failed check messages communicated by the JFSC upon submission, using the unique Check identifier to locate the relevant guidance.
