Summary

This guidance note explains the automated validation and verification checks the JFSC runs on the '2.6 Liquidity Summary' sheet of the prudential reporting template submitted by OIBs (overseas/international banks reporting via branches). It is a technical reference document, not a policy change, describing what checks exist, how they are identified, and what happens when a check fails.

  • Data entry limits: Monetary amount cells in the template only accept integers between -1,000,000,000 and +1,000,000,000 (in units of GBP 1,000), unless otherwise noted.
  • Excel is not a failsafe: Built-in Excel validation only runs on direct input or manual request, so OIBs are expected to check their own data in addition to the JFSC's checks performed on submission.
  • Calculation checks: On submission, the JFSC runs SUMIF-based calculation checks (Checks 1 to 18) that recompute totals for asset and liability categories (A.1 to A.9, A.0, B.1 to B.9, B.0) from the underlying '2.1 BS Assets' and '2.3 BS Liabilities' sheets.
  • Logical consistency checks: Checks 19 to 34 verify that the totals in the Liquidity Summary sheet match corresponding cash flow totals in the '11.1 Liquidity - Cashflows' sheet; mismatches are highlighted in red with an explanatory comment box.
  • Submission outcome: If a submitted template passes all checks it is accepted, and the OIB is notified of acceptance together with any warnings; each check has a unique identifier referenced in any failure message to allow OIBs to match errors to this guidance.

Key obligations

  • OIBs should independently check their liquidity summary data before submission, since Excel's built-in validation is not a failsafe control.
  • OIBs must ensure calculated totals in the '2.6 Liquidity Summary' sheet reconcile with the underlying '2.1 BS Assets', '2.3 BS Liabilities' and '11.1 Liquidity - Cashflows' sheets, as these are checked automatically on submission and mismatches are flagged.
