Summary
This is a technical guidance note from the JFSC explaining the automated validation and verification checks applied to the '11.3 Whole-bank Liquidity Data' sheet, part of the prudential reporting template that Overseas Investment/other institution banks (OIBs) submit to the JFSC. It sets out the specific data-entry rules, cell-by-cell validation messages, and logical consistency checks that must be satisfied for a submission to be accepted, rather than creating new substantive liquidity requirements.
- Data entry validation: Monetary amount cells must contain whole numbers between -1,000,000,000 and +1,000,000,000 (representing up to +/- GBP 1 trillion given the GBP 1,000 unit), unless the cell is required to be blank.
- Approach indicators: LCR.1 and NSFR.1 'Approach used' cells must be entered as 'LCR: Y'/'LCR: N' or 'NSFR: Y'/'NSFR: N'; most other 'Approach used' cells must be left blank, except Metric 1.1 and Metric 2.1 which require free text naming the metric.
- Percentage fields: Certain Amount 1 and Amount 2 cells (e.g. LCR.9, LCR.10, NSFR.4, NSFR.5, Metric fields) must contain a percentage between 0 percent and 1,000 percent, with 1,000 percent entered if the true value exceeds that maximum.
- Logical consistency checks: If LCR.1 is answered 'LCR: N', all LCR data entry cells (LCR.2 to LCR.10) must be blank; the same logic applies to NSFR.1 for NSFR.2 to NSFR.5, and to Metric 1.1/Metric 2.1 for their respective sub-items, with failures highlighted in red in the template.
- Submission process: Excel's built-in validation is not a failsafe (it only triggers on manual input or request), so OIBs should check their own data; the JFSC runs its own checks on submission and communicates acceptance together with any warnings.
There are no calculations performed within this particular sheet, and the note does not introduce any new filing deadlines; it is purely explanatory of the checks embedded in the existing prudential liquidity reporting template.
Key obligations
- OIBs must ensure data entered in the '11.3 Whole-bank Liquidity Data' sheet conforms to the specified formats (whole numbers within the stated range, percentages between 0 and 1,000 percent, or required blanks) before submission.
- OIBs must leave LCR, NSFR and Metric data entry cells blank when the corresponding 'Approach used' indicator is 'N' or blank, to satisfy the logical consistency checks.
- OIBs should independently check their submitted data rather than relying solely on Excel's built-in validation, since JFSC will also run its own checks on submission.
