Validation and verification of the '1.1 HQLA' Sheet (GN JIBs 11)

Summary

This guidance note explains the automated validation and verification checks the JFSC runs on the '1.1 HQLA' (High Quality Liquid Assets) sheet of the liquidity ratio prudential reporting template submitted by Jersey International Banks (JIBs). It lists, cell by cell, which fields must contain a whole number within a set range, which must be left blank, and which are calculated automatically, along with the error messages a JIB will see if a check fails.

  • Input range checks: Most monetary input cells (e.g. Rehypothecated Holdings, Realisable Amount, Adjusted Amount, Haircut Amount for line items L1.1 to L1.5, 2A.1 to 2A.4, 2B.1 to 2B.5) must contain a whole number between -1,000,000,000 and +1,000,000,000 (representing up to +/- GBP 1 trillion given the GBP 1,000 unit).
  • Blank cell checks: Certain rows (e.g. L1.6, 2A.5, 2B.6, and most cells in the LA series) must be left blank, as they are not applicable or are populated by formula elsewhere.
  • Calculated fields: Some cells are auto-calculated via formulas (e.g. summing haircut amounts across a category, or deriving LA.4/LA.5/LA.7 haircut amounts using specified formulas) and are not subject to manual input validation in the same way.
  • Submission process: Submitting the template to the JFSC triggers these checks; if all pass, the submission is accepted and the JIB is notified together with any warnings; if a check fails, the JIB receives a specific error message referencing a unique Check number matched to this guidance.

The note is purely a technical validation reference for completing the HQLA sheet correctly; it does not introduce new prudential requirements but supports accurate completion of existing liquidity reporting obligations.

Key obligations

  • JIBs should check their own data for accuracy before submission, since Excel's built-in validation is not a failsafe.
  • Data entered in the '1.1 HQLA' sheet input cells must be whole numbers within the range -1,000,000,000 to +1,000,000,000 (in GBP 1,000 units), except where a cell is specified to be left blank.
  • Certain specified cells (e.g. L1.6, 2A.5, 2B.6, and most LA series rows) must be left blank when completing the sheet.
  • JIBs must correct and resubmit the template if the JFSC's submission checks return a failure message.
