Summary

This is a JFSC guidance note explaining how overseas incorporated banks (OIBs) with a Jersey branch should complete the 'other prudential data' sections of their prudential return. It sets out line-by-line completion instructions for fiduciary activity, parent account figures, additional detail breakdowns, commentary on material movements, Depositors Compensation Scheme (DCS) data, local interbank market balances, other non-financial information, and whole-bank prudential data requested on a case-by-case basis.

  • Fiduciary activity (9.1): Report assets held in a fiduciary capacity (deposits/cash, securities, other assets such as property or precious metals) separately from the balance sheet, using Sterling equivalents and best available valuations.
  • Parent accounts (9.2): Report key figures from the ultimate parent bank's most recent published consolidated accounts (capital resources, loans and advances, retail deposits, total footings, pre-tax profit), converting foreign currency figures at the exchange rate applicable on the return date.
  • Additional detail (9.3): Where fields are marked 'Detail', identify components exceeding 5% of the relevant total, reporting current and preceding quarter figures.
  • Commentary on movements (9.4): Provide narrative commentary explaining material balance sheet or other movements exceeding materiality thresholds (over 10% change and over 5% of balance sheet footings or capital).
  • DCS data (9.5): Provide four data items on eligible depositors and deposits (numbers and amounts up to £50,000 and £5,000 thresholds) annually in the December return, or quarterly if a robust automated process exists; simplifying assumptions permitted if disclosed in a covering letter.
  • Local interbank market (9.8): Report gross amounts placed with and received from Jersey incorporated banks and Jersey branches of OIBs, aggregated by currency, unless the gross balance for a currency is below £1 million.
  • Other information (9.9): Report four non-financial items each period: internal money laundering reports made, SARs submitted to the police/FIU, full-time equivalent staff numbers, and unfilled FTE vacancies.
  • Whole-bank prudential data (9.11): Where specifically requested by the JFSC, provide whole-company (non-branch) financial and capital metrics such as net operating income, profit before tax, RWAs, capital ratios and related figures, comparing current and previously reported values.

The guidance is technical completion instruction for an existing prudential return template rather than a standalone standard-setting rule, but it creates recurring, dated reporting obligations (notably the DCS data timing) for Jersey branches of overseas incorporated banks.

Key obligations

  • Report fiduciary assets (deposits/cash, securities, other assets) held on behalf of clients separately from the balance sheet, in Sterling equivalent using best available valuations.
  • Report key consolidated parent account figures (capital resources, loans and advances, retail deposits, total footings, pre-tax profit) from the most recent published accounts, converting foreign currency amounts at the exchange rate applicable on the return date.
  • Identify and report any component exceeding 5% of the total for fields marked 'Detail', including country-level detail for total deposits exceeding 5%.
  • Submit a commentary with the prudential return explaining material movements exceeding 10% change where the item constitutes over 5% of balance sheet footings or capital.
  • Provide DCS data (number of eligible depositors, total eligible deposits, and amounts up to £50,000 and £5,000 per depositor) annually in the December return, or quarterly if an automated collection process is in place, disclosing any simplifying assumptions in a covering letter.
  • Report gross local interbank balances placed with and received from Jersey incorporated banks and Jersey branches of OIBs, aggregated by currency, unless the gross balance for a currency is below £1 million.
  • Report four non-financial data items each period: number of internal money laundering reports, number of SARs submitted to police/FIU, full-time equivalent staff, and unfilled FTE vacancies.
  • When specifically requested by the JFSC, provide whole-bank prudential data using the standard reporting framework, including current and prior period values.

Deadlines
