Statement of Guidance
Guidance Note: Validation and verification of the '9.9 Other Information' Sheet (JIBs) (2019-03)
Status not confirmedView on JFSC's website Source document
Summary
This guidance note explains the automated validation and verification checks the JFSC applies to the '9.9 Other Information' sheet of the prudential reporting template used by Jersey banks (JIBs). It sets out how Excel-level input restrictions work and what happens when the JFSC's own checks run on submission.
- Monetary amount limits: Cells for monetary amounts (in units of £1,000) only accept integers from -1,000,000,000 to +1,000,000,000, equivalent to +/- £1 trillion, unless otherwise noted.
- Excel checks are not a failsafe: Excel only validates on direct manual input, so JIBs must check their own data rather than relying on the spreadsheet; the JFSC also checks data on submission.
- Submission process: Submitting the template triggers the JFSC's checks; if all checks pass, the submission is accepted and the JIB is notified, along with any warnings.
- Specific cell validations: Cells OI.1 to OI.4 (Sheet '9.9 Other Information', cells C3 to C6) must each contain a whole number in the range 0 to +1,000,000; failing this triggers a specific validation message tied to a unique Check identifier.
The note is purely technical and procedural, describing how errors are flagged and matched to guidance via Check numbers, rather than imposing new prudential policy requirements.
Key obligations
- JIBs must ensure data entered in the '9.9 Other Information' sheet conforms to the specified validation ranges (e.g. whole numbers 0 to +1,000,000 for cells C3 to C6) before or on submission.
- JIBs should independently check their own data rather than relying solely on Excel's built-in validation, as Excel validation only applies to direct manual input.
