Statement of Guidance
Guidance Note: Validation and verification of the '9.5 DCS Data' Sheet (JIBs) (March 2019)
Status not confirmedView on JFSC's website Source document
Summary
This guidance note explains the validation and verification checks the JFSC applies to the '9.5 DCS Data' sheet within the JIB (Jersey Income and Balance sheet or similar prudential return) template, which captures Depositors Compensation Scheme data. It is a technical reference document for banks completing this return, describing how Excel-based checks and JFSC server-side checks work together, rather than imposing new substantive requirements.
- Data range: Monetary amount cells accept only whole numbers between -1,000,000,000 and +1,000,000,000, representing units of £1,000 (i.e. up to +/- £1 trillion).
- Excel checks are not a failsafe: Excel only validates on direct manual input or when manually triggered, so JIBs must independently check their own data before submission.
- Submission process: Submitting the template to the JFSC triggers server-side checks; if all checks pass, the submission is accepted and the JIB is notified along with any warnings.
- Error messages: Each validation test has a unique 'Check' identifier that appears in any error message, allowing the recipient to match it to the corresponding row in this guidance.
- Cells covered: Eight specific checks apply to Current Value and Last Quarter figures across Items A to D on the '9.5 DCS Data' sheet (cells C3:D6).
The document is purely explanatory and technical in nature, intended to help preparers understand and resolve validation error messages rather than create new compliance obligations beyond accurate data entry already required under JIB reporting.
Key obligations
- JIBs must ensure monetary values entered in the '9.5 DCS Data' sheet are whole numbers within the range -1,000,000,000 to +1,000,000,000 (in units of £1,000)
- JIBs should independently check their data before submission, as Excel validation alone is not a failsafe
- JIBs must review and address any warnings communicated by the JFSC upon submission of the template
