Summary
This guidance note is a technical reference for banks completing the '9.4 Commentary on Movements' sheet within the Jersey Finance Institution Business (JIB) prudential reporting template. It sets out the validation and verification checks the JFSC's system runs when a JIB submits the template, so that preparers can understand and pre-empt error and warning messages.
- Cell-level validation: Each data row (SM.1 through SM.100) has checks on the Sheet, Sheet Item, This Quarter and Last Quarter columns, requiring valid sheet names, valid item number references, and whole numbers within the range -1,000,000,000 to +1,000,000,000 (representing amounts up to plus or minus 1 trillion pounds given the 1,000 unit).
- Excel limitations noted: Built-in Excel validation only checks direct manual input and is not a failsafe; JIBs must check their own data, and the JFSC performs its own checks on submission.
- Submission process: Submitting the template triggers the JFSC's checks; if all checks pass, the submission is accepted and the JIB is notified, along with any warnings.
- Error identification: Each validation test has a unique Check number that appears in any failure message, allowing the JIB to match the message to the relevant row in this guidance.
The document is purely a technical/reference guide to the mechanics of one reporting template sheet; it does not itself create new reporting obligations beyond ensuring accurate completion of existing JIB prudential returns.
