Guidance Note: Validation and verification of the '9.10 Directors Interests' Sheet (JIBs) (March 2019)

Summary

This guidance note is a technical reference for banks completing the '9.10 Directors Interests' sheet within the JFSC's Jersey Income and Balance sheet (JIBs) prudential reporting template. It sets out the automated data validation and verification checks that run when the sheet is submitted, so preparers can understand and pre empt error messages before submission.

• Format checks: Each director entry (Dir.1 through Dir.20) requires Residence as a 2 digit country ISO code, Shares in Parent and Shares in Bank as whole numbers between 0 and 999,999,999, Contract as Y, N or blank, and Amount of Loans as a whole number between 0 and 999,999,999.
• Monetary cell limits: Monetary amount cells generally accept only integers from minus 1,000,000,000 to plus 1,000,000,000 (representing up to plus or minus 1 trillion pounds given the 1,000 pound unit), unless otherwise noted.
• Not a failsafe: Excel only validates on direct manual input, so JIBs must check their own data before submission; the JFSC runs its own checks on submission and communicates acceptance together with any warnings.
• Error identification: Each validation test has a unique Check number that appears in any error message so the JIB can match it to the corresponding rule in this guidance.

The document is purely explanatory of the reporting template's built in validation logic; it does not itself create new substantive regulatory requirements beyond ensuring the underlying JIBs return is completed and submitted in the correct format.

Key obligations

• Entries in the Residence column of the 9.10 Directors Interests sheet must be a 2 digit country ISO code
• Entries in the Shares in Parent and Shares in Bank columns must be whole numbers between 0 and 999,999,999
• Entries in the Contract column must be Y, N or left blank
• Entries in the Amount of Loans column must be a whole number between 0 and 999,999,999
• Monetary amount cells must be integers within the range minus 1,000,000,000 to plus 1,000,000,000 unless otherwise noted
• JIBs must check their own data prior to submission because Excel validation on its own is not a failsafe
