Summary

This is a technical guidance note from the JFSC explaining the automated validation and verification checks applied to the '8.3 Total Deposits' sheet of the Jersey Income and Balance sheet (JIB) prudential reporting template. It is aimed at banks completing JIBs and sets out exactly how their submitted figures will be checked on submission, so they can understand and pre-empt error or warning messages.

  • Data input validation: Monetary cells across currency columns (Sterling, Euro, US Dollar, Swiss Franc, Yen, Currency) for line items A.1 to A.9 must contain whole numbers between -1,000,000,000 and +1,000,000,000 (representing units of GBP 1,000); certain cells in row B (Euro, US Dollar, Swiss Franc, Yen, Currency columns) must be left blank.
  • Calculation checks: Specified cells (row 12 and cell C13) must contain the correct Excel SUM formulas totalling the relevant ranges, and are checked accordingly.
  • Logical checks: The total in cell C13 of the 8.3 Total Deposits sheet must equal the corresponding figure in cell C14 of the '2.3 BS Liabilities' sheet, otherwise the submission is flagged as a fail (highlighted red in the template).
  • Submission process: Excel's built in validation is not a failsafe since it only checks direct manual input; the JFSC independently checks the data on submission, accepts submissions that pass, and returns a list of any warnings, with each failed test message including a unique Check identifier matching this guidance.

The note is purely explanatory of the mechanics of the JIB template and does not itself create new substantive reporting obligations beyond ensuring accurate, internally consistent completion of the Total Deposits sheet as part of existing JIB prudential reporting.

Key obligations

  • JIBs must ensure monetary entries in the 8.3 Total Deposits sheet are whole numbers within the range -1,000,000,000 to +1,000,000,000 for the specified cells
  • JIBs must leave the specified row B cells (Euro, US Dollar, Swiss Franc, Yen, Currency columns) blank
  • JIBs must ensure the total in cell C13 of the 8.3 Total Deposits sheet equals the corresponding total in cell C14 of the 2.3 BS Liabilities sheet before submission is accepted
  • JIBs should check their own data prior to submission since Excel validation alone is not a failsafe
