Summary
This is a technical guidance note from the Jersey Financial Services Commission explaining the automated validation and verification checks applied to the '8.1 Asset Quality & Provisions' sheet of the Jersey Income and Balance Sheet (JIB) prudential reporting template. It does not create new reporting obligations but explains how submitted data will be checked, so that in-scope entities can understand and resolve validation error messages.
- Input validation: Explains that most monetary cells only accept whole numbers between -1,000,000,000 and +1,000,000,000 (representing units of £1,000, i.e. up to +/- £1 trillion), while certain 'General' column cells (for specific line items such as A.4, A.5, A.7 through A.10.4) must be left blank.
- Submission checks: Confirms that Excel-level validation is not a failsafe; the JFSC re-runs checks on submission of the JIB template and will accept submissions that pass, communicating any warnings to the reporting institution.
- Calculation checks: Sets out the formulas used to verify calculated cells, e.g. cell C8 (item A.6, Specific) equals C3+C4-C5-C6+C7, and cell D8 (item A.6, General) equals D3+D4-D5.
- Error identification: Each validation test has a unique 'Check' number included in any failure message so the submitting institution can match the error to the relevant row in this guidance.
Because this note is purely explanatory of the mechanics of an existing reporting template, it does not itself impose new substantive duties beyond the pre-existing requirement to submit accurate JIB data that will pass these checks.
Key obligations
- Reporting institutions (JIBs) should check their own data for accuracy before submission, since Excel-level validation alone is not a failsafe.
- Data entered in monetary cells subject to validation must be whole numbers within the range -1,000,000,000 to +1,000,000,000 (unless otherwise noted).
- Certain 'General' column cells for specified items (e.g. A.4, A.5, A.7, A.8, A.9.1-A.9.6, A.10.1-A.10.4) must be left blank.
- Calculated cells (e.g. C8 and D8 for item A.6) must reconcile according to the specified formulas for submission to pass validation.
