Summary

This guidance note explains the automated validation and verification checks that run when a Jersey International Bank (JIB) submits the '3.2 SAC OBS' (off balance sheet) sheet of the standardised approach to credit risk prudential reporting template (JIBS-32). It documents the checks so that JIBs can understand and interpret any error or warning messages produced on submission.

  • Data input validation: Sets out cell-by-cell rules for the OBS sheet, such as monetary amounts needing to be whole numbers between -1,000,000,000 and +1,000,000,000, average risk weight fields needing to be whole numbers between 1 and 1,250, and certain cells (for items M.2 through M.9c) needing to be left blank.
  • Calculation checks: Describes the Excel formulas used to derive Credit Equivalent Amount and Risk Weighted Amount fields for each exposure line (M.1 to M.9b), which are checked automatically rather than manually entered.
  • Submission process: Confirms that submitting the template to the JFSC triggers these checks; if all checks pass the submission is accepted and the JIB is notified along with any warnings, while failed checks generate a specific error message tied to a unique 'Check' identifier referenced in this guidance.

The note is purely explanatory and technical in nature, intended to help JIBs reconcile system-generated validation messages with the underlying rule, rather than imposing new substantive reporting requirements.

Key obligations

  • JIBs should check their own data for accuracy before submission, since Excel's built-in validation is not a failsafe.
  • Data entered in the '3.2 SAC OBS' sheet must conform to the stated validation rules (e.g. whole numbers within specified ranges, or blank where required) for the submission to be accepted without error.
