Summary
This is a technical guidance note issued by the JFSC explaining the automated validation and verification checks applied to the '3.1 SAC BS' worksheet, part of the Standardised Approach to Credit Risk prudential reporting template used by JIBs (Jersey licensed banks reporting under the JIBs prudential return regime). It sets out, cell by cell, what values are expected, which cells must be left blank, and how risk weighted asset (RWA) figures are calculated automatically, so that preparers can understand and resolve any error or warning messages generated when the completed template is submitted to the JFSC.
- Input validation: Monetary amount cells across balance sheet categories (A to L) must contain whole numbers between minus and plus 1,000,000,000 (representing up to plus/minus £1 trillion given the £1,000 unit), unless the cell is instead required to be left blank.
- Blank fields: Certain cells (for example RWA cells that are directly calculated, or Amount cells for categories such as D.2.x and F.4/F.5) must be left blank; entering data there triggers a validation failure.
- Calculation checks: RWA and subtotal cells are populated by fixed formulas (for example ROUND(Amount After CRM x risk weight percentage, 0) and SUM formulas for category totals), and the JFSC checks that submitted figures match these expected calculations.
- Submission process: On submission of the template, the JFSC runs these checks; if all pass, the submission is accepted and the JIB is notified together with any warnings, while failed checks generate an error message referencing the relevant Check number in this guidance.
The note is purely explanatory of the mechanics of an existing prudential return template; it does not itself impose new capital, risk weighting or policy requirements but tells reporting entities how to interpret and correct validation messages so their prudential submissions are accepted.
Key obligations
- JIBs must ensure monetary amount entries in the '3.1 SAC BS' sheet are whole numbers within the range -1,000,000,000 to +1,000,000,000 for cells where input is expected.
- JIBs must leave designated cells (e.g. certain RWA cells and specific Amount cells such as D.2.x, F.4, F.5) blank rather than entering data.
- JIBs must correct any data flagged by a failed validation Check before or upon resubmission, using the Check number in the error message to identify the relevant guidance item.
