Summary
This is a technical guidance note from the JFSC explaining the automated validation and verification checks that run when a bank (a JIB) submits the '2.4 Off Balance Sheet' sheet of its prudential JIBs return. It sets out, cell by cell, what data format is expected, which cells must be left blank, how totals are calculated, and a cross-sheet logical check that must balance before a submission is accepted.
- Input format checks: Most numeric cells across items A.1 to D.0 (columns for Standardised Approach, F-IRB, A-IRB and Trading Book) must contain a whole number between -1,000,000,000 and +1,000,000,000 (in units of £1,000).
- Mandatory blank cells: Certain cells (e.g. items A.12 to A.14, C.0, C.1, C.2 for specific columns) must be left blank; entering data there will trigger a validation failure.
- Calculated totals: Total columns and rows (e.g. G3 to G28) are pre-populated by formulas summing the relevant input cells and are not for manual entry.
- Cross-sheet logical check: A logical check requires that the sum of specific cells on the '2.4 Off Balance Sheet' and '2.1 BS Assets' sheets equals the sum of specific cells on the '6.1 Capital Adequacy' sheet; a mismatch is flagged as an error (highlighted red) and must be resolved before submission.
- Submission process: On submission of the JIB template, the JFSC runs these checks automatically; if all checks pass the submission is accepted and the JIB is notified together with any warnings.
The note is purely explanatory and technical in nature, intended to help JIB preparers understand and resolve validation error and warning messages received on submission rather than to impose new substantive reporting requirements.
Key obligations
- Ensure all applicable numeric cells on the '2.4 Off Balance Sheet' sheet contain whole numbers within the range -1,000,000,000 to +1,000,000,000
- Leave specified cells (e.g. A.12-A.14, C.0, C.1, C.2 columns) blank as required by the template
- Ensure the logical check equating the sum of specified '2.4 Off Balance Sheet'/'2.1 BS Assets' cells to the sum of specified '6.1 Capital Adequacy' cells balances before submission is accepted
- Correct any failed validation or logical checks (highlighted in red) before or after resubmitting the JIB template
