Summary
This guidance note explains the automated validation and verification checks that the JFSC runs on the '10.5 Cashflows' sheet of the liquidity supporting data template submitted by Jersey International Banks (JIBs) as part of prudential reporting. It sets out, cell by cell, the input checks and calculated-field checks applied when the workbook is submitted, and the error or warning messages a JIB will see if a check fails.
- Data input validation: Cells expecting manual entry (e.g. RE, OL, CM, DO and IF line items across maturity bands from Sight to over 5 Years) must contain whole numbers within the range -1,000,000,000 to +1,000,000,000 (representing up to +/- GBP 1 trillion given the GBP 1,000 unit).
- Calculated fields: Certain cells are formula-driven totals (e.g. row and category sums such as RE.12, OL.11, CM.05, DO.03, CR.01, IF.11) and are checked for correct calculation rather than manual input.
- Submission process: Submitting the template to the JFSC triggers the full set of checks; if all checks pass the submission is accepted and the JIB is notified, together with any warnings; each check has a unique identifier referenced in any error message so the JIB can match it to this guidance.
- Role of Excel validation: Built-in Excel validation is limited and only operates on direct manual input, so it is not a failsafe; JIBs are expected to check their own data independently before the JFSC performs its own checks on submission.
The document is a technical reference for completing and troubleshooting the Cashflows sheet correctly; it does not introduce new policy requirements beyond ensuring accurate, correctly formatted data is submitted.
