Summary
This is a technical guidance note from the JFSC explaining the automated validation and verification checks applied to the '10.4 LMR History' sheet, a component of the prudential liquidity reporting template submitted by JIBs (Jersey international/incorporated banks). It lists, cell by cell, the format rules the JFSC's system checks on submission and the error messages returned when a check fails.
- Date fields: Each historical LMR entry's date must fall between 1 January 2019 and 31 December 2050.
- LMR percentage: The Liquidity Mismatch Ratio for each entry must be entered as a percentage between 0 and 1,000 percent (enter 1,000 percent if the true value exceeds this cap).
- Monetary figures: Total HQLA, Total Capped Inflows, Total Qualifying Inflows, the combined HQLA/capped/qualifying inflows figure, and Total Outflows must each be whole numbers within the range -1,000,000,000 to +1,000,000,000 (in units of GBP 1,000).
- Submission mechanics: Submitting the completed template triggers the JFSC's checks; if all checks pass the submission is accepted and the JIB is notified, together with any warnings; failed checks generate an error message referencing the unique check number in this guidance.
The note itself does not create new reporting obligations beyond the existing prudential reporting framework for JIBs; it simply documents the input validation rules so that firms can pre-check their data and interpret any error or warning messages received on submission. The September 2020 revision reflects the addition of two input rows to the sheet.
Key obligations
- JIBs must ensure that dates entered in each historical LMR record fall between 1 January 2019 and 31 December 2050 before the 10.4 LMR History sheet will be accepted
- JIBs must enter the LMR for each historical period as a percentage between 0 and 1,000 percent (capping at 1,000 percent if actual value exceeds it)
- JIBs must enter Total HQLA, Total Capped Inflows, Total Qualifying Inflows, the combined HQLA/inflows figure, and Total Outflows as whole numbers within the range -1,000,000,000 to +1,000,000,000 (denominated in GBP 1,000 units) for the submission to pass validation
- JIBs should check their own data before submission, as the JFSC will also validate it and reject or flag submissions that fail the specified checks
