Summary
This is a technical guidance note from the Jersey Financial Services Commission explaining the automated validation and verification checks applied to the '10.3 LCR History' sheet within the Liquidity Coverage Ratio (LCR) prudential reporting template that Jersey Incorporated Banks (JIBs) submit. It does not create new substantive requirements but documents how the JFSC's system checks the data entered by banks, so reporting staff can understand and resolve validation error messages.
- Cell-level data validation: Each row (CH.1 through CH.65 in this version) has fixed Excel validation rules for Date, LCR percentage, Total HQLA, Total Inflows, Total Outflows and HQLA Requirement fields.
- Date fields: Must be a date between 1 January 2019 and 31 December 2050.
- LCR percentage fields: Must be a percentage between 0 and 1,000 percent; if the true value exceeds 1,000 percent, 1,000 percent should be entered.
- Monetary fields: Total HQLA, Total Inflows, Total Outflows and HQLA Requirement must be whole numbers in the range minus 1,000,000,000 to plus 1,000,000,000 (in units of GBP 1,000).
- Submission process: Submitting the template to the JFSC triggers these checks automatically; if all checks pass the submission is accepted and the JIB is notified along with any warnings; failed checks generate an error message referencing a unique Check number matched to this guidance.
- September 2020 revision: The note was updated to reflect the addition of two extra input rows to the LCR History sheet.
The document is purely explanatory: it tells JIBs what validation logic to expect and how to interpret error and warning messages, rather than imposing new filing deadlines or standalone obligations beyond the underlying prudential reporting requirement itself.
Key obligations
- JIBs should check their own data before submission, since Excel validation is not a failsafe and the JFSC will also check the data on submission
- Data entered in the '10.3 LCR History' sheet must conform to the stated validation parameters (date range 1 Jan 2019 to 31 Dec 2050; LCR 0-1,000%; monetary fields as whole numbers between -1,000,000,000 and +1,000,000,000) for submission to be accepted without warnings
