GN JIBs 6.1 - Validation and verification of the '6.1 Capital Adequacy' Sheet

Summary

This guidance note explains the automated validation and verification checks the JFSC applies to the '6.1 Capital Adequacy' sheet of the prudential reporting template submitted by Jersey banks (JIBs). It sets out the input restrictions, calculation formulas and cross-sheet consistency checks that are run when a JIB submits its return, and lists the error/warning messages a filer will see if a check fails.

  • Data input validation: Cells for monetary amounts must contain whole numbers between minus and plus 1,000,000,000 (in units of £1,000); certain ratio cells must contain a number between 0 and 1 (0% to 100%).
  • Calculation checks: Numerous cells are auto-calculated from other cells using specified Excel formulas (e.g. capital buffers, risk-weighted asset sums, capital ratios); these are listed so filers can verify outputs.
  • Capital minima: Cells C74 to C76 (items 69 to 71) are fixed at 4.5%, 6% and 8% respectively, reflecting the current regulatory capital minima; these were revised in the March 2025 update.
  • Logical checks: A cross-check compares a sum of specified capital-related cells against a sum of specified balance sheet and off-balance sheet cells; the two sums must be equal or the submission is flagged (highlighted in red).

Excel's built-in validation is not a failsafe since it only triggers on direct manual input, so JIBs are expected to check their own data before relying on the JFSC's submission-time checks, which return a pass confirmation with any warnings, or a failure message keyed to a unique check number referenced in this guidance.

Key obligations

  • JIBs must ensure that data entered into the '6.1 Capital Adequacy' sheet falls within the specified validation ranges (whole numbers within -1,000,000,000 to +1,000,000,000, or 0 to 1 for percentage cells) before or upon submission.
  • JIBs should independently check their own data prior to submission, since Excel's built-in validation only triggers on manual input and is not a failsafe.
  • JIBs must ensure the logical check (Sum A equalling Sum B across specified cells linking the Capital Adequacy sheet to Balance Sheet and Off-Balance Sheet sheets) reconciles, or the submission will be flagged as failed.
