Summary
This is a technical guidance note from the JFSC explaining how it validates and verifies data submitted on the '2.3 BS Liabilities' sheet of the prudential reporting template used by JIBs (Jersey international banks). It does not create new reporting obligations but explains the automated checks applied when the template is submitted, so preparers can understand and avoid validation errors.
- Input range checks: Monetary amount cells only accept whole numbers between -1,000,000,000 and +1,000,000,000 (representing up to +/- GBP 1 trillion given the GBP 1,000 unit).
- Manual verification expected: Excel validation only checks direct manual input and is not a failsafe; JIBs are expected to check their own data before submission, in addition to the JFSC's checks on receipt.
- Submission process: Submitting the template triggers the JFSC's checks; if all checks pass the submission is accepted and the JIB is notified, together with any warnings.
- Error identification: Each validation test has a unique 'Check' identifier included in any failure message, which can be matched against the tables in this guidance to identify the specific cell and issue.
- Calculated fields: Certain cells (e.g. subtotal and cross-sheet reference cells such as A.0, B.0, C.0, D.0, E.0) are populated by formulas referencing other sheets (1.2 LCR-LMR, 6.1 Capital Adequacy) rather than direct input, and are separately validated as calculation checks.
In effect, the note is a reference guide to the specific cell-by-cell and formula-based checks embedded in the reporting template, intended to help JIBs interpret and resolve validation warnings or errors received on submission.
Key obligations
- JIBs should check their own data for accuracy before submitting the '2.3 BS Liabilities' sheet, as Excel's built in validation is not a failsafe.
- Monetary input cells must contain whole numbers within the range -1,000,000,000 to +1,000,000,000 (unit GBP 1,000).
- When a validation check fails, the JIB must use the unique 'Check' identifier in the error message to identify and correct the relevant cell per this guidance before the submission will be accepted.
