Summary
This guidance note is a technical reference explaining the automated validation and verification checks that run when a Jersey International Bank (JIB) submits the '2.1 BS Assets' sheet of its prudential reporting template to the JFSC. It does not create new prudential requirements itself, but sets out exactly how the JFSC's system checks the balance sheet asset data JIBs enter, so reporting staff can understand and resolve validation error and warning messages.
- Input validation: Lists, cell by cell, which fields must contain a whole number between minus and plus 1,000,000,000 (representing amounts in units of GBP 1,000) and which cells must be left blank.
- Calculated fields: Sets out the formulas (e.g. row and column sum totals) that the template automatically computes and against which submitted data is checked.
- Logical consistency checks: Describes cross-sheet checks (e.g. totals on the '2.1 BS Assets' sheet must reconcile with figures on the '2.4 Off Balance Sheet' and '6.1 Capital Adequacy' sheets) that flag inconsistencies in red if they fail.
- Error identification: Each check has a unique 'Check' number so a JIB can match a validation failure message received on submission to the corresponding rule in this guidance.
In practice, this document functions as a technical companion to the JIBs prudential return template rather than a standalone compliance obligation; it helps preparers understand and correct submission errors before or after the JFSC's system flags them.
Key obligations
- Data entered in the '2.1 BS Assets' sheet must be whole numbers within the range -1,000,000,000 to +1,000,000,000 (representing GBP 1,000 units) unless a cell is designated to remain blank
- Cells designated 'Must be blank' must not contain data, as required by the validation rules
- JIBs must ensure that calculated totals and cross-sheet figures (e.g. against the '2.4 Off Balance Sheet' and '6.1 Capital Adequacy' sheets) reconcile, since inconsistent submissions are flagged as failed logical checks
- JIBs should check their own data before submission, as Excel's built-in validation is not a failsafe
