Summary

This guidance note explains the automated validation and verification checks that run when a Jersey International Bank (JIB) submits the '1.3 NSFR' sheet of its prudential reporting template to the JFSC. It sets out which cells require numeric input, which must be left blank, and how calculated fields (weighted ASF/RSF values and the resulting NSFR ratio) are derived, so that JIBs can understand and resolve any validation error or warning messages received on submission.

  • Input validation: Monetary value cells only accept whole numbers between -1,000,000,000 and +1,000,000,000 (representing up to +/- GBP 1 trillion, as the unit is GBP 1,000), unless otherwise noted.
  • Blank cells: Certain designated cells (e.g. ASF/RSF column entries for specific items, and Items 32-34 Value cells) must be left blank; entering data in these will trigger a failed check.
  • Submission checks: Excel's built in validation is not a failsafe since it only checks direct manual input; the JFSC runs its own checks on submission and will accept the filing while returning any warnings, or reject it if checks fail.
  • Calculated fields: Section 3 sets out the formulas used to calculate weighted available and required stable funding amounts and the final NSFR ratio (Item 34), which JIBs should use to verify their own calculations reconcile with the template.

The note is purely technical guidance supporting accurate completion of the NSFR sheet within JIB prudential returns; it does not itself introduce new reporting deadlines or ratio requirements beyond those already imposed by the JFSC's prudential reporting framework for JIBs.

Key obligations

  • JIBs must ensure data entered in the NSFR sheet consists of whole numbers within the specified range (-1,000,000,000 to +1,000,000,000) for designated Value cells.
  • JIBs must leave designated cells (certain ASF/RSF and Value fields, including Items 32-34 Value cells) blank rather than entering data.
  • JIBs should check their own data for accuracy before submission, since Excel validation alone is not a failsafe.
