Summary

This is a technical guidance note issued by the JFSC that documents the automated validation and verification checks applied to the '1.2 LCR-LMR' sheet of the Liquidity Coverage Ratio and Liquidity Mismatch Ratio (LCR-LMR) prudential reporting template used by Jersey International Banks (JIBs). It does not create new policy obligations; rather it explains the data-entry rules, error messages and calculation formulas that operate when a JIB completes and submits the template, so that reporting staff can interpret validation failures.

  • Input range checks: Monetary amount cells only accept whole numbers between -1,000,000,000 and +1,000,000,000 (representing up to +/- GBP 1 trillion given the GBP 1,000 unit), unless otherwise noted.
  • Blank-only cells: Certain calculated result rows (e.g. CR.02, CR.03, MR.02, MR.03, MR.04) must be left blank by the JIB as they are populated automatically by formula, not manual entry.
  • Calculation checks: Sum and conditional formulas (e.g. SUM ranges, IF statements referencing the Submission Header LCR/LMR designation) automatically compute totals, coverage ratios and mismatch ratios within the sheet.
  • Submission-triggered validation: Submitting the completed template to the JFSC triggers the checks; if all pass, the JFSC confirms acceptance and communicates any warnings, but Excel's own validation is not a failsafe and JIBs must check their own data.

Each validation test is identified by a unique 'Check' number that appears in any error message, allowing the JIB to cross-reference the failure against this guidance note to correct the submission before resubmitting.

Key obligations

  • JIBs must ensure monetary figures entered in the 1.2 LCR-LMR sheet are whole numbers within the range -1,000,000,000 to +1,000,000,000 (unit GBP 1,000), unless a cell is noted otherwise.
  • JIBs must leave designated calculated-result cells (e.g. CR.02, CR.03, MR.02, MR.03, MR.04) blank rather than entering manual data.
  • JIBs must independently check their own data for accuracy before submission, since Excel's built-in validation is not a failsafe.
  • JIBs must correct any data that triggers a validation failure message, using the unique Check identifier to locate the relevant rule in this guidance, before resubmission.
