Summary

This is a public enforcement statement issued by the Guernsey Financial Services Commission (GFSC) against Willow Trust Limited, a licensed fiduciary business. On 17 June 2014 the Commission imposed a financial penalty of £30,000 on Willow under Section 11D of the Financial Services Commission Law and published this statement under Section 11C, following findings of systemic anti-money laundering and corporate governance failings.

  • Mitigating factors considered: The Commission took into account Willow's full cooperation, a remediation plan to be completed by the end of September 2014, and early settlement, applying a discount to the financial penalty as a result.
