Summary

This is a set of appendices to CIMA's internal Regulatory Handbook, published for transparency. It documents CIMA's own governance structure, its procedures for handling assistance requests from overseas regulators, the criteria and template used for Memoranda of Understanding, tables showing which internal body (Management Committee or Division) approves specific licensing and supervisory matters across sectors, and a template Letter of Good Standing. It does not itself create new substantive rules for licensees but explains how CIMA organises and delegates its supervisory decision-making.

  • Governance (A1-A2): Sets out the composition and quorum requirements for CIMA's Board of Directors and Management Committee.
  • Overseas regulator assistance (B1): Describes CIMA's legal basis and internal procedure for evaluating and responding to requests for assistance from Overseas Regulatory Authorities, including internal service timeframes for acknowledgement and completion.
  • MOU criteria and template (B2-B3): Sets out the objective criteria CIMA applies before entering a Memorandum of Understanding with an overseas regulator, and a model MOU template.
  • Delegated approval tables (Table 1, C1-C6): Lists categories of licensing, registration and supervisory approvals (banking, fiduciary, insurance, investments, securities, virtual assets) and whether each is delegated to a Division or reserved to the Management Committee.
  • Letter of Good Standing template (D1): Provides the standard template and required statutory references CIMA staff use when issuing a Letter of Good Standing to a licensee, varying by the date the licence was issued.

Because this document primarily describes CIMA's internal organisation and delegated decision-making rather than imposing new duties on regulated entities, it creates few if any direct compliance obligations for licensees, though it is useful for understanding which internal unit handles a given approval and CIMA's expected turnaround times when responding to overseas regulators.

Deadlines

  • within three (3) business days: CIMA's supervisory or other division endeavours to acknowledge receipt of a request for assistance from an Overseas Regulatory Authority within this period.
  • within 30 business days: CIMA endeavours to complete routine ORA requests (e.g. confirmations of an authorised person's identity and good standing) within this period, subject to receiving all required information and consents.
  • within 60 business days: CIMA endeavours to complete non-routine ORA requests within this period where practical, i.e. once all required information and consents are received and there are no extraordinary impediments.
  • within 24 hours of responding: The responding division forwards a copy of its response to the Legal Division to update the ORA log.
