Summary
This is a General Industry Notice from the Cayman Islands Monetary Authority (CIMA) announcing that it has revised two internal governance documents: Volume 1, the Regulatory Handbook, and Volume 2, the Enforcement Manual. Both revised volumes took effect upon Gazettement on 27 June 2025, and the notice was published on 2 July 2025.
- Regulatory Handbook: Sets out the policies and procedures followed by CIMA itself, its committees, and officers when carrying out its regulatory and co-operative functions; the recent changes mainly strengthen provisions on external membership and stakeholder engagement.
- Enforcement Manual: Read alongside the Handbook, sets out CIMA's framework for taking enforcement action against Authorised Persons who fail to comply with the Regulatory Acts. The revised Enforcement Manual consolidates procedures relating to Enforcement Actions, Administrative Fines, Publication, and Lost Contact.
This notice is primarily informational for industry: it does not itself create new compliance duties for regulated entities beyond confirming that CIMA's enforcement processes (fines, publication of enforcement outcomes, handling of lost contact cases) have been updated and consolidated. Firms and their advisers dealing with CIMA enforcement matters should consult the updated volumes, linked in the notice, to understand the current procedures that will be applied to them.
