Summary
This is a short notice from the Cayman Islands Monetary Authority (CIMA) announcing that the one-time Non-Compliant Directors' Amnesty Scheme, which allowed directors with unpaid annual fees under the Directors Registration and Licensing Act, 2014 (DRLA) to regularize their status on favorable terms, officially closed on 15 October 2025.
The notice applies to directors who were eligible for or participating in the amnesty scheme, particularly those with outstanding annual fee balances under the DRLA. It clarifies that any payments received after the closure date will no longer qualify for amnesty treatment and will instead be processed as full annual fee renewals, including all applicable penalties under the DRLA.
- Continued non-compliance: Directors who still have outstanding balances are warned that failing to pay in full keeps them in breach of Section 6(2) of the DRLA and in continued non-compliant status, which may expose them to enforcement action by CIMA.
- Payment going forward: Payments can still be made, but now only through the Directors' Gateway Portal, and without amnesty benefits.
Key obligations
- Directors with outstanding annual fee balances under the DRLA must pay all outstanding fees and penalties in full to end their non-compliant status.
- Payments made after 15 October 2025 will be treated as full annual fee renewals inclusive of all applicable DRLA penalties, not as amnesty payments.
- Directors remaining in arrears continue to be in breach of Section 6(2) of the DRLA until all outstanding fees and penalties are paid in full.
- Payments must be made through the Directors' Gateway Portal (https://gateway.cimaconnect.com).
Applies to
directors registered/licensed under the Directors Registration and Licensing Act, 2014, non-compliant directors
Deadlines
- 15 October 2025: Closing date of the One-time Non-Compliant Directors' Amnesty Scheme; payments after this date no longer qualify for amnesty benefits and are treated as full annual fee renewals with penalties.
