Summary

This is a CIMA warning notice addressed to Mr. Ling Zhang, an individual registered as a director under the Directors Registration and Licensing Act, 2014 (as amended). CIMA states that Mr. Zhang failed to provide required information in the prescribed form and failed to pay the prescribed annual registration fees for 2021, 2022 and 2023 by the statutory deadline of 15 January each year, in breach of section 6(2) of the Act. Because CIMA could not locate him directly, the notice is being published to give him and interested parties notice.

  • Proposed action: CIMA proposes to cancel Mr. Zhang's director registration under section 25(2)(a) of the Act, based on its opinion under section 25(1)(b) that he has contravened the Act.
  • Future fitness and propriety: His lack of communication with CIMA may be taken into account in future fitness and propriety assessments relating to other registrants, licensees, or applications.
  • Right to respond: Mr. Zhang has a right to make written representations to CIMA's Managing Director within 30 days of the notice date, with a process available for requesting an extension.

This is an individual enforcement action rather than a rule of general application, so it does not create ongoing obligations for other regulated entities, though it illustrates CIMA's enforcement approach to non-compliant registered directors.
