Summary

This is a UK Order in Council that amends and partly revokes earlier legislation extending EU sanctions against Zimbabwe to the Overseas Territories (including the British Virgin Islands). It narrows the definition of a designated person under the Zimbabwe sanctions regime and makes minor corrective and revocation changes, reflecting the EU Council's continued suspension of financial sanctions against most previously designated persons.

  • Definition change: Amends the definition of designated person in the principal 2012 Order so it now means persons listed in Annex III to the EU Council Regulation, excluding anyone listed in Annex IV (those whose financial sanctions are suspended).
  • Provisions removed: Omits sub paragraph (a) from article 8(1) and article 8(2) of the principal Order, which dealt with providing assistance related to restricted goods.
  • Revocation: Revokes article 3 of the Zimbabwe (Sanctions) (Overseas Territories) (Suspension and Amendment) Order 2013.
  • Effect: Gives continued effect, in the Overseas Territories, to the EU's suspension of financial sanctions against most Zimbabwean designated persons as set out in Council Decision 2015/277/CFSP.

Regulated entities that conduct sanctions screening or handle transactions involving Zimbabwe designated persons should update their screening lists and compliance references to reflect the narrowed definition of designated person and the removal of the restricted goods assistance provisions. The Order itself creates no new filing or reporting obligation but changes the substantive scope of an existing sanctions regime.
