DraftView on JFSC's website Source document
Summary
This is the JFSC's annual consultation paper setting out proposed fees for 2027, covering both registry fees and fees charged to regulated entities. It proposes a general 3.5% increase across most fees, with a small number of exceptions, and invites industry feedback before the fees are finalised and take effect from 1 January 2027.
- General increase: A uniform 3.5% increase is proposed across all JFSC fees, except Recognized Auditor fees (which are set jointly with Guernsey and the Isle of Man and consulted on separately in October 2026).
- Small fee increases: Fees for name reservation via the online Registry facility, and for security interest registration/renewal/amendment, are proposed to rise from £10 to £15.
- No change: Late payment, late submission and late filing fees will not increase, having already been raised in 2026; the government levy on annual confirmation statements will also stay the same.
- IP registry fees: New fees for the JFSC's expanded intellectual property registry functions (trademarks, patents, designs) apply from 1 August 2026 to 31 December 2027 but were consulted on separately in June 2026 and fall outside this consultation.
- Recognized Auditors: The fee cycle is moving from a non-calendar (1 June to 31 May) basis to a calendar-year basis, effective 1 January 2027; 2027 fee levels will be agreed with Channel Islands and Isle of Man regulators in October 2026.
- Control of Borrowing changes: Phase 1 amendments (effective 13 April 2026) removed certain consent requirements and associated fees; further changes, including full repeal of the CoBO framework, are expected to be consulted on separately in 2027.
- Civil penalties: Amendments to the financial penalties framework introduced caps for lower bands of contravention; penalty proceeds, after enforcement cost deductions, may be used to offset future sector fees, capped at 30% of a sector's fee income.
The fees would apply to a wide range of entities registered or regulated under Jersey company, funds, banking, insurance, trust, money service, AML supervisory and intellectual property legislation. Stakeholders are invited to comment, with the JFSC intending to publish a final 2027 fee schedule by the end of September 2026 ahead of the fees taking effect on 1 January 2027.
