Financial Crime Returns Rules, 2026

Summary
These Rules set out the annual and periodic financial crime returns that GFSC licensees and registrants must file with the Commission. They replace and revoke the Financial Crime Returns Rules, 2025, and apply from 17 July 2026 to most licensees and registrants across banking, insurance, insurance management/intermediation, investment business, fiduciary and lending/credit sectors, with specified exemptions.
- Financial Crime Risk Return: Annual return covering financial crime related activity, filed by licensees and registrants (with specific rules for primary/secondary fiduciary licensees, insurance managers, long term vs non long term insurance business, and protected/incorporated cell companies), covering the period 1 July to 30 June and due by 31 October following that period.
- Prescribed Business Return: Annual return filed by registrants detailing Schedule 2 Proceeds of Crime Law activities, covering 1 July to 30 June, due by 31 October following that period.
- Investment Vehicles Multi Return: Annual return filed by designated administrators of authorised or registered collective investment schemes under the Pol Law, covering every scheme administered, for the period 1 July to 30 June, due by 31 October following that period.
- Financial Flows Return: Quarterly return filed by banking licensees and certain Schedule 1 activity licensees/registrants (excluding bureau de change and cheque cashing), covering origin, destination, volume and value of financial transactions, on the reporting periods and filing dates set out in Schedule 1.
- Acquired business: Where a licensee or registrant acquires a book of business from another licensee or registrant during a reporting period, it must include data for the acquired business for the entire reporting period in its returns.
- Exemptions: Rules do not apply to personal fiduciary licence holders, general insurance only licensees/intermediaries, LCF licensees limited to ancillary services or general insurance premium financing credit, and certain Schedule 2 paragraph 6 or Schedule 5 paragraph 1 businesses; the Commission may also exclude or modify application by written notice.
All returns must be filed electronically in the format the Commission makes available. The Commission may issue supplementary guidance on expected standards, which does not itself constitute rules.
Key obligations
- Licensees and registrants (subject to exemptions) must file a Financial Crime Risk Return covering 1 July to 30 June, by 31 October following the period end, in the Commission's electronic format.
- Registrants must file a Prescribed Business Return covering 1 July to 30 June, by 31 October following the period end.
- Designated administrators of authorised or registered collective investment schemes under the Pol Law must file an Investment Vehicles Multi Return covering 1 July to 30 June, by 31 October following the period end.
- Banking Law licensees and specified Schedule 1 activity licensees/registrants must file a quarterly Financial Flows Return by the dates set out in Schedule 1.
- Primary fiduciary licensees under the Fiduciaries Law must file either their own return or a consolidated return covering secondary fiduciary licensees for which they are designated primary licensee.
- Insurance managers under the IMII Law must report on all business they conduct regardless of the type of insurance business managed.
- Insurance intermediaries and insurers under the IMII/IB Laws conducting both long term and non-long term business must report only on the long term business subject to Schedule 3 of the Proceeds of Crime Law.
- Protected Cell Companies and Incorporated Cell Companies must file one consolidated return covering the company and its cells, unless an Incorporated Cell is separately licensed, in which case separate returns must be filed.
- Where a licensee or registrant acquires a book of business during a reporting period, it must include data for that acquired business for the entire reporting period in its returns.

Deadlines
- 31 October immediately following the end of the reporting period: Filing deadline for the Financial Crime Risk Return, Prescribed Business Return, and Investment Vehicles Multi Return, each covering 1 July to 30 June.
- 31 May: Filing deadline for Financial Flows Return covering reporting period 1 January to 31 March.
- 31 August: Filing deadline for Financial Flows Return covering reporting period 1 April to 30 June.
- 30 November: Filing deadline for Financial Flows Return covering reporting period 1 July to 30 September.
- Last day of February: Filing deadline for Financial Flows Return covering reporting period 1 October to 31 December.
- 17 July 2026: Date the Rules were made and coming into operation.
