Summary
This is a notice from the BVI International Tax Authority (ITA) announcing temporary overseas access to the VIRRGIN Lite platform so Registered Agents can file Economic Substance declarations for the June 2025 and December 2025 financial periods. Access is time-limited, running until 31 August 2026, and is subject to specific eligibility, security, and oversight conditions.
- Purpose: Access is solely for submitting Economic Substance declaration-related filings via VIRRGIN Lite.
- Eligible users: Up to 10 approved personnel of an RA or affiliated Group entity located outside the Virgin Islands may be granted access.
- IP restriction: Overseas access limited to no more than 3 approved, vetted and authorised static IP addresses.
- Application steps: RAs must apply through the VIRRGIN Lite Subscription Application selecting Hong Kong as the location (regardless of actual jurisdiction), create users, and email support@bvifsc.vg with specified details (subject line, IP addresses, usernames, emails, locations, and written confirmation that the BVI RA is the first point of contact).
- Local oversight: The BVI RA office retains full responsibility for managing external users, including training, troubleshooting, internal controls, supervision and data-handling standards.
- Fees: The application fee for VIRRGIN Lite access is waived for approved external users during the approved access period; no adjustment to existing subscription fees will be made.
- Monitoring: The Commission will actively monitor use of VIRRGIN Lite and may suspend or revoke access at any time for security, compliance, or operational concerns.
Registered Agents seeking to use this temporary access route must ensure applications are complete, as missing information may delay processing, and access will only be granted once IP addresses are verified.
Key obligations
- Registered Agents must apply through the VIRRGIN Lite Subscription Application and select Hong Kong as the access location regardless of the actual jurisdiction of overseas users.
- Registered Agents must limit overseas user access to no more than 10 approved personnel and no more than 3 approved static IP addresses.
- Registered Agents must email support@bvifsc.vg with the specified subject line, static IP addresses, usernames, user email addresses, user locations, and written confirmation that the BVI RA will serve as first point of contact for training, operational questions, and troubleshooting.
- Registered Agents' BVI offices must retain full responsibility for oversight and management of approved external users, including training, troubleshooting, internal controls, supervision and data-handling standards.
- All user declarations must be completed as part of the application process.
