Summary

This is an informational advisory from the BVI Financial Services Commission notifying the public and industry that the Liberia (Restrictive Measures) (Overseas Territories) (Amendment) Order 2012 (UK S.I. 2012 No. 2749) was ratified and extended to the British Virgin Islands on 7 February 2013. The Order amends the Liberia (Restrictive Measures) (Overseas Territories) Order 2004, which applies UN Security Council Resolution 1521 (2003) and EU Common Position 2004/137/CFSP sanctions measures in the Territory.

  • Scope change: Gives effect to the modified arms embargo under UN Security Council Resolution 1903 (2009) and EU Council Decision 2010/129/CFSP, reducing the arms embargo by restricting prohibitions on supply, export and related assistance/training to non-governmental persons in Liberia.
  • Clarifications: Adds definitions of financing and financial assistance and technical assistance, and updates the definition of restricted goods within the 2004 Order.
